  Finance and Account:

The two basic functions of the department are financing and Accounting.
The Financing function entails budget preparation, submission and defense.

The Accounting function entails the provision of documentary evidence of how government allocated funds were spent and showing in clear terms that value was received for money spent. Managers of public funds only act on behalf of the ordinary citizens of the country and must at all times account for the funds put in their trust.

The department also helps the Special Adviser, the accounting officer, to be accountable.




The key functions of the department are:

  • Staffing with qualified personnel in required skill set
  • Maintenance of Assets
  • Record keeping of all staff profile
  • Servicing of Meetings
    • Manage staff welfare
    • General Administration


   Internal Audit:


  • Checking compliance with laws, instructions and directives such as 100% prepayment auditing of checked & passed payment vouchers to ensure proper vouching process. (FR 1705)
  • Checking the adequacy of financial & accounting systems (maintenance of proper records such as files, stores, vote book, cashbook, reconciliation statements, reports to the Office of the Accountant General of the Federation, and retirement of advance vouchers)
  • Checking the levels of achievements of set objectives as indicated in the Audit Programme Schedule
  • Checking economy, efficiency & effective use of resources (i.e. value for money audit)




  • Contract drafting, vetting and negotiation;
  • Rendering of legal advice;
  • Litigation; and
  • Arbitration.


   Media and Communications Unit:


The primary responsibility involves interfacing with the media for the purpose of informing the public consistently and credibly on the activities of the Office of the Special Adviser to the President on Niger Delta (OSAPND) as well as the Presidential Amnesty Programme (PAP) with a view to maximizing positive coverage in the mass media.


   Foreign Desk:


The primary function is to effectively enhance the collaboration between the Ministry of Foreign Affairs and the Office of the Special Adviser to the President on Niger Delta (OSAPND).


   Post-Training and Empowerment:

The Post-Training and Empowerment Department is a visionary creation of the Special Adviser to the President on Niger Delta and was inaugurated on July 12, 2013.

Its assignment includes assisting beneficiaries that have successfully completed various skills acquisition training and seeking  out opportunities for internship, job placement and empowerment.




The Procurement Department, like any other government unit, is backed by the Procurement Act of 2007 (PPA 2007).  It was set up as a result of setbacks experienced in the procurement process that necessitated the procurement reforms in Nigeria.
