OFFICE OF THE SPECIAL ADVISER TO THE PRESIDENT ON NIGER DELTA (OSAPND), AND ADMINISTRATOR OF THE PRESIDENTIAL AMNESTY PROGRAMME (PAP)

2026/2027 PAP Scholarship Programme

The Office of the Special Adviser to the President on Niger Delta (OSAPND), through the Presidential Amnesty Programme (PAP), invites applications from eligible beneficiaries for its 2026/2027 Scholarship Programme.

The Scholarship Programme is designed to promote human capital development and support the reintegration of ex-agitators and qualified individuals from impacted communities in the Niger Delta by providing access to quality tertiary education. As part of the Programme, beneficiaries of the undergraduate scholarship will be required to undertake a one-year post-graduation service to support development initiatives within the Niger Delta region.

Eligibility & Requirements

Applicants must:


• Be a registered beneficiary of the Presidential Amnesty Programme (PAP) as an ex-agitator or an eligible individual from an impacted community.

• Meet all admission requirements for the programme of study.

• Be willing to comply with all terms and conditions governing the PAP Scholarship Programme.

Undergraduate Applicants

Applicants must:


• Have sat for the 2026 Unified Tertiary Matriculation Examination (UTME) or have secured admission as a new entrant into a 100-Level programme for the 2026/2027 academic session.

• Possess a valid 2026 UTME result.

• Meet the minimum UTME score prescribed by the Presidential Amnesty Programme.

• Possess complete O'Level results. Candidates awaiting WAEC or NECO results are not eligible to apply.

Postgraduate (Master's and PhD.) Applicants

Applicants must:


• Be newly admitted into a Master's degree programme for the 2026/2027 academic session.

• Possess a Bachelor's degree from a recognised institution.

• Where applicable, present a valid NYSC Discharge or Exemption Certificate.

Note:

Applicants who previously benefited from the PAP Undergraduate Scholarship and are seeking sponsorship for a Master's degree must have graduated with a First Class or Second Class Upper Division degree. Approval of Master's sponsorship is subject to the availability of funds and the discretion of the Presidential Amnesty Programme.

Selection Process

Shortlisted applicants may be required to participate in:


• A written aptitude test.

• An oral interview.

Selection shall be based on merit and compliance with all Programme requirements.

Scholarship Benefits The scholarship covers:

• Tuition fees.

• Accommodation.

• Monthly In-Training Allowance (ITA).

• Book allowance.

Scholarship Conditions Beneficiaries are required to:


• Maintain the minimum Cumulative Grade Point Average (CGPA) prescribed by the Presidential Amnesty Programme throughout the duration of the scholarship.

• Observe good conduct and comply with all rules, regulations, and guidelines of the Presidential Amnesty Programme.

• For undergraduate beneficiaries, undertake a mandatory one-year service in the Niger Delta upon completion of their studies.

Failure to comply with these conditions may result in withdrawal of the scholarship.

Required Application Documents


Undergraduate Applicants

Applicants are required to upload the following documents:


• Completed application form.

• O'Level result(s).

• 2026 UTME result.

• Local Government Area (LGA) Identification Letter.

• Birth Certificate or Age Declaration.

• Letter of Admission (where available).

Postgraduate (Master's) Applicants In addition to the applicable documents above, applicants must upload:


• Degree Certificate or Statement of Result.

• NYSC Discharge or Exemption Certificate.

4. Upload all required documents.

5. Review the application and submit online.
